The Presidential Implementation Committee on Technology Transfer.

Background 

The Presidential Implementation Committee on Technology Transfer (PICTT) was established to serve as a strategic national platform for the promotion, coordination, and implementation of international technology transfer, innovation partnerships, and industrial cooperation between the Federal Republic of Nigeria and global partner nations.

The Committee evolved from Nigeria’s growing commitment to leveraging international collaborations in science, engineering, research, innovation, and industrial development to accelerate national economic transformation, strengthen local manufacturing capacity, and promote sustainable technological advancement.

Over the years, Nigeria has entered into various bilateral and multilateral engagements with foreign governments, development institutions, research agencies, private sector organizations, and technology partners aimed at facilitating knowledge exchange, technical cooperation, capacity development, commercialization of research outcomes, and technology localization.

These collaborations have received support from relevant Ministries, Departments and Agencies (MDAs) of the Federal Government, including institutions responsible for science and technology, foreign affairs, industry, trade, innovation, and economic development.

PICTT was therefore institutionalized to provide a coordinated implementation framework for these strategic partnerships, ensuring that technology transfer initiatives are effectively aligned with Nigeria’s national development priorities, industrialization agenda, and economic diversification objectives.

Purpose

The primary purpose of PICTT is to facilitate and strengthen international cooperation in science, technology, research, innovation, and industrial development through strategic partnerships with countries and organizations across the world.

The Committee serves as a platform for promoting bilateral and multilateral Research and Development (R&D) initiatives, technology transfer programs, technical exchange, innovation-driven investments, and collaborative industrial projects that contribute to Nigeria’s socio-economic development.

PICTT also supports the establishment of sustainable frameworks for applied research, experimental development, commercialization of innovations, and the transfer of technical know-how in areas of mutual interest between Nigeria and its international partners.

In furtherance of its mandate, the Committee promotes the exchange of best practices, institutional cooperation, human capacity development, investment facilitation, and the deployment of emerging technologies that can support national growth and competitiveness.

Agricultural and Food Technology

Mining Industrial Development

Energy Technology

Sustainable Transportation Technology

Environmental Protection

Information and Communication Technology

Nano Science and Nano Technology

Genomic Medicine

Digital Archives Program

System-on- Chips

Other areas identified and agreed upon by the Parties on the basis of on-going exchange of information and mutual interest of scientists, researchers and entrepreneurs from both countries.

Key Objectives and Deliverables

PICTT is designed to drive the implementation of technology-driven initiatives capable of accelerating Nigeria’s industrialization process, improving local production capacity, and enhancing national competitiveness in the global economy.

The implementation of projects and partnerships under the Committee is expected to:

  • Strengthen Nigeria’s technological and industrial capabilities
  • Promote local manufacturing and reduce import dependence
  • Support economic diversification efforts of the Federal Government
  • Facilitate job creation and youth empowerment
  • Enhance research commercialization and innovation ecosystems
  • Improve technical skills transfer and institutional capacity development
  • Encourage foreign direct investment and strategic industrial partnerships
  • Boost productivity across critical sectors of the economy
  • Improve foreign exchange savings through local value addition and production

To achieve these objectives, PICTT collaborates with relevant government institutions, research organizations, development agencies, private sector stakeholders, and international partners to identify, develop, and implement strategic projects in priority sectors.
